Advisory for Indian Students Intending to Pursue Medical Education Abroad in 2025

Over recent years, there has been a noticeable rise in the number of Indian students choosing to study medicine overseas. Previously, all such students were required to obtain an Eligibility Certificate from the Medical Council of India before departing for their studies abroad. However, beginning in 2019, the Ministry of Health and Family Welfare made it mandatory for students to qualify the NEET-UG (National Eligibility-cum-Entrance Test for Undergraduate courses) as a prerequisite for pursuing medical education outside India.

NEET-UG Requirement for FMGE Eligibility

Since 2019, only those students who have appeared for NEET-UG will be eligible to take the Foreign Medical Graduates Examination (FMGE)—the screening test required for medical graduates from foreign institutions seeking to practice in India. This requirement has improved the overall quality of applicants and has also been positively acknowledged by several foreign institutions. However, due to significant differences in the quality of medical education across countries, students are advised to make well-informed decisions when selecting foreign institutions and courses to ensure they receive proper academic training.

FMGE and Legal Requirement

According to the Indian Medical Council (IMC) Act, 1956, all Indian nationals who obtain a medical qualification from institutions located outside India must pass the FMGE in order to be licensed to practice medicine in India. The National Board of Examinations (NBE) conducts this exam twice a year—in June and December.

Low FMGE Pass Rates

It is important to note that the number of Indian candidates appearing for the FMGE has risen significantly—from 6,170 in 2009 to 21,351 in 2018. Despite this increase, the pass percentage has consistently remained below 20%, raising concerns about the quality of education received from many foreign institutions. The NBE has published data on the performance of Indian candidates in FMGE exams across different countries for the period 2015–2018 (refer to attached document).

Guidance for Aspiring Students

All Indian students planning to pursue medical education abroad should carefully consider the above-mentioned points. If students require clarification about the recognition or credibility of a specific institution or course, they are encouraged to contact the Indian Mission (Embassy or Consulate) in the country where they plan to seek admission.

Additionally, students should regularly visit the official website of the National Medical Commission (formerly MCI) at www.mciindia.org to check the list of accredited foreign medical universities for MBBS or equivalent programs and to stay updated with other important announcements.
